For me the most solid method is by talking with the bunny girl, when she says exactly this line: "And you know what? I got a real strong feeling someone'll be winning the whole pile before too long! Yep, I'm dang near sure of it!", the roulette get rigged and literally before too long you will be pulling the jackpot off. I really hate luck based things in games, so I was pretty skeptical.
Probably won't be as easy for everyone but I do believe this is an ideal strategy. Seems the RNG generator they use for the wheel might be too simple and lands on those particular numbers more often than not. Which is good for getting that one quest done so yeah, might take some a few attempts, others a while but stick to it, go to rest at the in whenever you make extra money to save and reset the game, and then keep trying. Tedious but eventually you'll get it.
